Suggestions for establishing Marine Protected Areas in the CCAMLR Convention Area: regulation of the uniform process for establishing MPAs and the Commission’s management of MPAs

By analysing the current legal and scientific aspects of establishing MPAs in the

Convention Area, we can determine the necessary procedural and implementation measures

required to regulate the science-based establishment and operation of MPAs by the

CCAMLR Commission. The Russian Federation deems it crucial for the Commission to

establish a Program (or a "roadmap") that outlines the practical application of the suggested

procedures and implementation measures and urges the Commission to oversee the

implementation of this program by its Members. We consider such a roadmap to be a tool for

achieving the objectives of the MPA, which would provide for an analysis of the state of the

marine ecosystem and its individual elements. A draft of such a roadmap is provided in this

paper.
