The paper provides a brief history and review of the CCEP as well as outlining the flow of the procedure. The paper highlights current implementational practice, historical work in development, and evolution of CM 10-10 since adoption.

The Secretariat received fishery notifications for exploratory fisheries for toothfish and established fisheries for krill for 2018/19. No notifications were received for new fisheries. The details of all fishery notifications, including related documents, can be viewed on the CCAMLR website.

Efforts to engage NCPs have so far met with modest success. The Secretariat proposes to work with Members on a new approach in 2019, targeting NCPs that are important in toothfish trade with Members, and working with those Members to approach the NCPs.

This paper provides analysis on the data collated by GLOBEFISH from publicly released sources for the trade of toothfish products for the 2017 calendar year. This interim report is submitted by INTERPOL as part of the Funding Agreement between CCAMLR and INTERPOL. This interim report covers the workshop/investigative meeting held by INTERPOL in July 2018. The funds granted by CCAMLR to INTERPOL total €50 000 for the 2018 calendar year. The source of the CCAMLR funding is an EU Grant.

This paper introduces a letter from INTERPOL to CCAMLR which briefs on the deployment of an investigative support team from INTERPOL which worked with the Mauritius Police Force collecting information from gillnets retrieved by the NGO Vessel Sam Simon. The letter presages a technical report being refined by INTERPOL which, once finalised, will be shared with CCAMLR.

Methodical aspects of a large-scale international survey in 2019 are discussed in the context of stated objectives. The main sources of uncertainty in the results of the 2019 survey are shown.

Establishing MPAs for spatial management in the Convention Area requires the preliminary development of a unified approach and unified criteria supported with adequate scientific information and should be enshrined in CCAMLR conservation measures. Relevant proposals are discussed herein.

The Ross Sea region MPA Research and Monitoring Plan in its current form requires serious revision, refinement and further discussion by the Scientific Committee and its working groups (WG-SAM, WG-FSA) ahead of its discussion by the Commission.Comments and proposals are presented regarding the revision and improvement of the research and monitoring plan.
