Résumé
The distinguishing feature of the CAMLR Convention is its conservation mandate. However, in recent years, the implementation of this mandate has been inconsistent, and some CCAMLR Members apply a greater burden of proof to conservation-oriented proposals (such as proposed MPAs) than they apply to fishing proposals. In this paper, ASOC discusses CCAMLR’s approach to Article II and recommends actions CCAMLR can take to fulfill its conservation mandate.
